INTRODUCTION:-

Consultant - Migration Management / Assessment of Livelihood Opportunities job opportunity is available at international Organization for Migration (IOM) for individuals who possess relevant qualifications.

Context

  • Over the past years, the Central and West Africa regions have become major migratory hubs for mixed migration flows towards North Africa and Europe. Indeed, the difficult socio-economic situations as well as difficult climate conditions, internal conflicts and terrorism push many people to look for better living conditions and professional opportunities.
  • Most migrants leaving these regions attempt to reach Algeria or Libya, principally in an irregular way rendering them vulnerable to abuse from traffickers and smugglers.
  • IOM has observed that before departure or during the trip, many migrants are deceived regarding migration opportunities and become Victims of Trafficking (VoTs) in countries of transit or destination and are exposed to forced labour and sexual exploitation.
  • Subsequently, the phenomenon of trafficking in human beings and smuggling of migrants is a lucrative business which relies on international networks operating throughout the region, including in Niger and Nigeria.
  • Indeed, Nigeria represents a main country of origin for exploited, trafficked and smuggled migrants, while Niger is the main country of transit for migrants heading to Northern Africa where, through international networks, victims are trafficked and smuggled to Europe. These migratory routes can be seen in data collected by the International Organization for Migration (IOM), which estimates that about 96,657 Nigerien and Nigerian migrants left their respective countries for North Africa in 20181. More specifically, in 2018, out of 72 VoTs assisted by IOM in Niger, 57 (i.e. 79%) were Nigerians.
  • Ongoing interventions by to address these crimes includes efforts aimed at improved border management systems as well as international cooperation between Nigeria and Niger. However, the scale of the phenomenon requires an understanding not only of the legal and technical elements but an acknowledgement of the impact of community engagement on the effective prevention and combatting of trafficking in human beings and smuggling.
  • IOM’s comprehensive and holistic approach to countering SoM and TiP includes engaging and collaborating with broader stakeholders specifically border and transit communities to address the factors that enable and support criminal activity across the border corridor, ensuring that interventions do not increase the risk and vulnerabilities of migrants, and the provision of comprehensive protection and reintegration service for victims of trafficking is required to stem TiP and strengthen community resilience to the scourge. At the core of the designed intervention approach, IOM seeks to build and enhance the resilience of these vulnerable communities and recognising that gender and cultural practices are central to this process.

Purpose

  • To conduct a perception study of interactions, interdependence and mutual perceptions between the border communities and law enforcement, immigration/border, criminal justice sector and protection agencies.
  • The consultant will also carry out an assessment of the impact of enhanced border management on the socio-economic structure of the border communities and evaluate livelihoods opportunities across the communities.

  • Working under the overall supervision of the Programme Manager (IBM), under the direct supervision of the National Programme Officer (Migration Management) and in close coordination with the Project team, the consultant will carry out a perception study of the interactions, interdependence mutual perception between border communities of Illela and Gada (Sokoto State) Maigateri (Jigawa State) and Kongolam – Kwawurin Kudi and Koza (Katsina State) and law enforcement, immigration agencies, criminal justice sector and protection agencies.

DUTIES AND RESPONSIBILITIES:-

  • Develop a work plan and methodology for the delivery of the consultancy in coordination with the National Programme Officer (Migration Management).
  • Conduct desk research to mine data and information relevant to the assignment.
  • Draft and submit an inception report indicating the intended methodology for the information gathering
  • Closely engaging relevant stakeholders, including community leaders, border officials, law enforcement agencies and local vigilante groups operational in the communities to:
    • Conduct perception studies of interactions, interdependence and mutual perceptions among the border communities of Illela and Gada (Sokoto State) Maigateri (Jigawa State) and Kongolam – Kwawurin Kudi and Koza (Katsina State) and law enforcement, immigration agencies, criminal justice sector and protection agencies.
    • Obtain baseline data on level of awareness on issues of irregular migration and trafficking in person
    • Assess the impact of enhanced border management on the socio-economic structure of the border communities and
    • Identify livelihoods opportunities across the border communities
  • Facilitate one review workshop with relevant stakeholders on the findings of the study and assessment
  • Facilitate a validation workshop with relevant stakeholders of the report.
  • Undertake duty travel to the communities and as is necessary to complete the above-mentioned tasks.
  • Draft and submit a comprehensive final report of the assignment

Measurable Output:

  • Inception report
  • Draft report of the assignment
  • Facilitate review and validation workshops with relevant stakeholders including community leaders, border officials, law enforcement agencies as well as local vigilante.
  • Final report with all the relevant materials used should be attached as annexes

Performance Indicators of the work assignment:

  • Timely execution of assigned responsibility
  • 20% of the consultancy fees will be paid after the presentation and acceptance of the inception report of the task.
  • 40% of the consultancy will be paid upon submission and approval of the draft perception study and assessment reports.
  • 40% of consultancy fees will be paid after the facilitation of the review and validations workshops and submission and approval of the final reports.

Required Qualifications and Experience
Education:

  • Advanced University Degree from an accredited academic institution in, Law, Sociology, Criminology, and related Social Sciences.

Experience:

  • Seven years of experience (ten years for candidates holding a first level university degree) with specific experience carrying out studies and assessment at community level.
  • Demonstrated expertise and knowledge of North Western Nigeria is an added advantage.
  • Proven ability to meet deadlines.
  • Knowledge of the dynamics of trafficking in person and smuggling of migrants in Nigeria and understanding of national, regional and global issues on border management and migration.
  • Demonstrated experience in the coordination of complex programmes implying multiple partners and stakeholders.
  • Experience in liaising with local communities in the region, government authorities, non- state actors as well as other international/national institutions and bodies.
  • Proven facilitation skills highly desirable.
  • Excellent Microsoft Word skills and ability to take notes/drafts and produce high-quality written reports.
  • Motivated, committed, responsible, and able to work independently with limited direct supervision.
  • Other desirable qualifications. Required Competencies
