Position Title: Consultants for Baseline Assessment for Resilience Integrated Education Programming for Children in Northeast Nigeria.

INTRODUCTION :-

Consultants for Baseline Assessment for Resilience Integrated Education Programming for Children in Northeast Nigeria job opportunity is available at United Nations International Children’s Emergency Fund (UNICEF) for individuals who possess Advanced university degree in Education, Economics, Social Sciences, or a field(s) relevant to international development assistance.

Purpose of the Consultancy

  • The purpose of this baseline assessment under German Government Contributions (KfW Phases I and II) in targeted LGAs in the three states in North East Nigeria (Borno, Adamawa and Yobe) is to enable UNICEF’s Readiness to demonstrate up the impact and change in the situation of children and communities upon completion of KfW Project Phase I and Phase II.
  • The Data to be collected before the actual implementation of a 5-year intervention will be used for the purposes of being compared to data collected after the intervention is being implemented to measure change over time attributed to the contributions of the German Government.
  • Expected impact of the German Government Contributions (KfW Phases I and II) is to reach a well-informed education development programmes and improve quality educational system and learning outcomes for girls and boys including the most vulnerable children in Borno, Yobe and Adamawa states.

DUTIES AND RESPONSIBILITIES :-

  • Collection of baseline data that will help UNICEF to document the referential baseline situation for all project indicators prior to the start of interventions and lay the groundwork for all future monitoring and end project evaluation, including midterm and final performance evaluations.
  • Identify the barriers and challenges related to expected results of the project with a view to recommend appropriate adjustments to guide the next phase of implementation.
  • Increase understanding of the support of KfW contributions in the three states.
  • Increase understanding of the level of resilience of the education system and services in project locations in Adamawa, Borno and Yobe states.
  • Generate sound knowledge to UNICEF, States and Local Authorities and Partners about the situation of resilience integrated education programming in the three states. That information will serve as a crucial reference point for assessing changes and impact, as it establishes a basis for comparing the situation before and after this intervention, and for making inferences as to the effectiveness of this intervention.
  • Contribute to better planning of ex-post end project impact evaluation within early evidence generation and identification of control group (comparison group) of LGAs/Communities vis-à-vis Interventions Group that will serve as basis to investigate causal attribution of difference made by the project.

Expected Deliverables:

  • Detailed study work plan including schedule of visits to the LGAs, key stakeholders to be consulted and methodology, list of documents to be reviewed and a proposed report outline
  • Draft report and presentation to UNICEF
  • Final report and presentation submitted electronically including all data files.

DESIRED EXPERIENCE & QUALIFICATION :-

  • Advanced university degree in Education, Economics, Social Sciences, or a field(s) relevant to international development assistance.
  • Eight years of professional experience in Education, Public Policy or Social/Sustainable Development. Experience working in the UN or other international development organization an asset.
  • Demonstrated ability to assess and analyze complex situations to succinctly and clearly distil critical issues and draw out forward looking conclusions.
  • Excellent conceptualization, analytical and English writing skills; experience in publication of technical reviews/reports in English.
  • Ability to express clearly and concisely ideas and concepts in written and oral form and to produce reports in a timely manner
  • Ability to work independently as well as with a team in an international, multicultural and interdisciplinary environment and establish harmonious and effective working relationships both within and outside the organization
  • Excellent oral and writing skills in English. Effective interpersonal and communications skills, especially the ability to work in a multicultural environment.
  • Knowledge of local languages is an asset

Duration:

  • 32 days from the date of signing the contract.
