Position Title: Project Officer - Mass Campaign.

INTRODUCTION:-
Project Officer - Mass Campaign job opportunity is available at Catholic Relief Services (CRS) for individuals who possess relevant qualifications.
Context
CRS has a long and rich history of collaboration with the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund). In Nigeria, CRS has been a Co-Principal Recipient (PR) for the Global Fund Malaria grant since January 2017. As a Co-PR, CRS partnered with the National Malaria Elimination Program (NMEP), various state governments and malaria partners and stakeholders to coordinate and implement the 2017 long lasting insecticidal nets (LLIN) mass campaigns in 6 states. CRS also supervised and monitored an SR and supported a range of malaria treatment and prevention services at the state level.
For the 2018-2020 Global Fund Malaria grant, CRS remained a Co-PR with NMEP, strengthening the synergy and collaboration with NMEP to improve efficiency and impact. CRS worked closely with NMEP, Society for Family Health (SFH), Malaria Consortium, various state governments and other stakeholders to coordinate and implement the 2018-2020 long lasting insecticidal net (LLIN) mass campaigns in 13 states. CRS provided oversight and ICT4D leadership for the LLIN campaigns and implemented directly in some of the states. In addition to SFH, CRS provided oversight to 2 other SRs (Management Sciences for Health and Malaria Consortium), in providing support to the 13 states supported by the Global Fund, for a range of malaria treatment and prevention services at the state level. These services included Seasonal Malaria Chemoprevention (SMC) implemented by Malaria Consortium with oversight from CRS.
For the 2021-2023 Global Fund Malaria grant, CRS will remain a Co-PR with NMEP and provide robust oversight to the 3 SRs (Society for Family Health, Management Sciences for Health and Malaria Consortium). CRS will work closely with NMEP, 3 SRs and other partners, to scale up the implementation of life saving interventions and improve access to quality malaria services in the 13 GF supported states. These critical interventions include malaria treatment and prevention services such as Seasonal Malaria Chemoprevention, LLIN campaigns, Social and Behaviour Change campaign, and testing and treatment interventions.
Job Summary
- The position of Project Officer – Mass Campaign will support the Senior Manager- Vector Control (SM-VC) to provide technical leadership in the implementation of Global Fund Malaria Program LLIN mass campaign activities both by CRS, SFH, MC, and MSH and support the day to day management of program activities.
- She will review reports, provide oversight during LLIN campaign implementation by SFH, MC and MSH, review personnel payment documents, liaise with and send correspondence to State Ministries of Health for CRS LLIN campaign implementation and participate in subcommittee and ITN expert group meetings.
- The Project Officer – Mass Campaign will support the SM-VC with the deployment of the ICT4D devices and technology in the implementation of the mass campaigns while actively contributing to the overall growth and strategic development of the grant and organization. She will also support oversight for continuous LLIN distribution activities in GF supported states, post campaign and CMA activities in implementing states. These activities will include first level review of activity reports for post campaign and CMA, review of data for continuous LLIN distribution and participating in monitoring visits to implementing states and ensuring Campaign Technical Assistants Team (CTAT) provide weekly reports during LLIN campaign implementation.
DUTIES AND RESPONSIBILITIES:-
Program Quality:
- Support the SM-VC, ensure that the Global Fund Malaria Program’s strategic objectives for LLIN mass campaigns, post campaign activities, CMA and continuous LLIN distribution in the focal states are fully accomplished and meet expected technical quality standards
- Provide support in the planning and coordination of LLIN mass campaigns in the identified LLIN mass campaign states, ensuring activities are implemented on schedule and meet relevant national guidelines.
- Work closely with the SM-VC, in coordinating the responses to implementation bottlenecks related to LLIN campaigns and develop best practices to improve overall program performance
- Support with the standardizing of reporting and information processes across all SRs and consultants
- Assist in budget preparation and expense management activities for LLIN mass campaigns including review of SR implementation budgets
- Support the management of Campaign Technical Assistants Team (CTAT) consultants and LGA coordinators
- Conduct program reviews, prepare reports for management and review activity reports from consultants and SRs before finalization
- Provide guidance and maintain frequent communications with SRs and participate in regular oversight and monitoring visits to states
- Coordinate and monitor participants at trainings, meetings; and supervise temporary staff supporting the mass campaigns, CMA and post campaign SBCC
- Prepare meeting agenda, organize meetings and distribute minutes
Monitoring, Evaluation, Accountability and Learning:
- Track progress towards relevant performance indicators, analyzing reasons for shortfalls and adapting program strategies as needed
- Support the design and implementation of feedback and response channels to enhance accountability of program vis-à-vis beneficiaries of the LLIN mass campaign services
- In collaboration with program staff, work with partners to ensure CMA, continuous distribution and LLIN campaigns are implemented according to national guidelines
- Analyze and troubleshoot program challenges and support identification of new opportunities for program development and improvement
- Review reports on the LLIN mass campaign activities, provide updates on implementation progress and performance, identify solutions to address challenges and weaknesses
- Ensure implementation of activities in compliance with all GoN, CRS and Global Fund administrative and operational procedures and policies, as well as applicable donor regulations
- Participate in oversight visits to states to monitors vector control activities implemented by SRs

- Must be willing and able to travel up to 75 %.

Physical Requirements / Environment:
- Ability to travel frequently to the project sites in all the states supported by Global Fund Malaria Grant.

DESIRED EXPERIENCE & QUALIFICATION:-
Preferred Qualifications:
- Degree in a relevant field such as Sciences, social sciences, Public Health or related field
- At least 5 years post NYSC relevant experience.
- At least 4 years mass campaign experience
- Previous experience working on the Global Fund for AIDS/TB/Malaria project.
- Excellent English language skills (oral and written communication skills).
- Proficiency in MS Office, including Word, Excel, PowerPoint and Outlook.
- Demonstrated ability to coordinate activities, develop workplan and provide technical guidance on mass campaign activities
- Strong representational skills and ability to interface with multiple stakeholders, representatives, and partners (including representatives of government agencies) in a professional manner on an ongoing basis.
