Protection Sector Coordinator job opportunity is available at FHI 360 for individuals who possess Bachelor’s Degree.

Job Summary

  • Northeast Nigeria is facing a protracted humanitarian crisis with a vast number of Internally Displaced Persons in need of emergency assistance. FHI 360 has been operating in Nigeria for over 30 years and in 2017, began providing support to IDPs across the northeast, based from Maiduguri, Borno state. The integrated program provides life-saving and sustaining activities under health, nutrition, WASH and protection. We are currently seeking qualified candidates for the position of: Protection Coordinator.
  • Responsible for developing and leading technical programming and plays a critical role in ensuring the organization’s emergency programming is responsive to the needs of disaster-affected populations.  Ensure humanitarian activities are evidence-based and adhere to technical standards for the field.  As circumstances, demand, engage at all stages of an emergency, from the initial acute phase through to transition and recovery, and will support technical programs from assessment and conception through close-out and evaluation.

DUTIES AND RESPONSIBILITIES :-

  • Lead the organization’s humanitarian efforts in the Protection sector with specific focus on Child Protection and Gender Based Violence in emergencies, from conception through implementation and onward to the transition phase, ensuring programming exceeds established quality criteria and technical standards.
  • Conduct CP and GBV sector needs assessments, provide technical guidance on appropriate emergency activities, and devise/review sector-specific response strategies for the acute and transitional phases of emergency operations in crisis-affected communities, including community engagement in CP and GBV prevention activities, CP and GBV Case Management, and Psychosocial support (SHLS approach for Child Protection) and coordination with all relevant Clusters.
  • Assess community infrastructure and service-provider capabilities, identify support needs, service gaps, and opportunities for partnership.
  • Assist with resource mobilization by designing, drafting, and reviewing concept notes and technical proposals for the protection, CP and GBV sectors as required.
  • Develop partnerships and ensure effective coordination with local service providers,  international organizations and all relevant local government entities operating in these sectors.
  • Work with operations staff to ensure commodities are procured, handled, and managed properly, in accordance with the organization’s supply-chain management protocols.
  • Manage program budgets, as assigned, including routine expense forecasting and pipeline analysis.
  • Determine staffing needs for emergency programming, conduct recruitment in collaboration with management and home office technical staff, as necessary.
  • Manage field personnel supporting emergency programming.
  • During startup and launch phase, management and technical oversight of program teams.

DESIRED EXPERIENCE & QUALIFICATION :-

Applied Knowledge & Skills

  • Ability to deploy to the field to austere and/or insecure locations with minimal infrastructure or amenities.
  • Demonstrable experience designing and leading CP and GBV technical assessments using proven and effective methodologies and/or cultural practices; strong background in outcome monitoring and evaluation desired.
  • Skilled in developing responsive, evidence-based program designs, including budget development.
  • Knowledge of US Agency for International Development (USAID)/Office of US Foreign Disaster Assistance (OFDA) proposal guidelines essential.
  • Knowledge and application of key CPiE and GBViE minimum standards, IASC guidelines, Core Humanitarian Standards (CHS), Sphere standards and Red Cross/NGO Code of Conduct.
  • Experience coordinating complex programs with wide variety of stakeholders; experience as cluster co-lead desirable.
  •  Must be able to read, write, and speak fluent English.

Supervision Given/Received:

  • Determines design and strategies for new projects and assignments.
  • Serves as team lead and supervises other lower-level personnel.
  • Typically reports to the Crisis Response Coordinator

Education

  • Bachelor’s Degree or its International equivalent in Social Sciences, Public Health, International Development or other relevant fields of study required.
  • Master or other advanced degrees strongly preferred.

Experience:

  • Typically requires 5-8 years leading complex on-site emergency response projects and/or programs experience in managing emergencies, including first-phase response operations.
  • Significant background in managing humanitarian response initiatives, as well as community-based emergencies.
  • Knowledge and application of Office of US Foreign Disaster (OFDA) and US Department of State Bureau of Population, Refugees, and Migration (State/PRM) preferred.
  • Skilled in developing responsive, evidence-based program designs, including budget development.
  • Prior work experience in an international non-governmental organization (INGO), government agency, of progressive program management experience in humanitarian assistance experience in a relevant technical area.
  • Demonstrable experience designing and leading technical assessments using appropriate methodologies strong background in outcome monitoring and evaluation preferred.
  • Field experience in GBV and CP in Emergencies with sound knowledge of the safe healing and Learning Spaces (SHLS) approach, GBV and CP case management, social behavior change communication (SBCC) for protection programs and building staff capacity.
  • Familiar with and abide by Red Cross/Non-Government Organization (NGO) Code of Conduct.
  • Experience coordinating complex programs with the UN cluster/sector system, ; experience as cluster co-lead preferred.
  • Knowledge on the use of and training staff on the use of CPIMS and GBVIMS required
  • Programming in emergencies, including first-phase response operations; breadth of geographic experience preferred.

  • Ability to sit and stand for extended periods of time.
  • Ability to lift 5-50 lbs.

Travel Requirements:

  • Greater than 50% to project implementation sites.
