Position Title: Security Manager.
Job Station: Abuja.
INTRODUCTION :-
Security Manager job opportunity is available at Malaria Consortium for individuals who possess relevant qualifications.
Country and Project Background
- The Nigeria Country Office in Abuja, started operations in 2008, and currently operates in 13 states with funding from DFID/UKaid funding Support to National Malaria Programme, SuNMaP 2, a Global Fund project, a Bill and Melinda Gates funded Project and.
- The country also receives funding from multiple sources for a Seasonal Malaria Chemoprevention Programme (SMC) across northern 6 states.
It follows the mandate of the parent organization in Nigeria and has been working specifically in the following areas:
- Malaria control/elimination
- Integrated community case management (iCCM) for malaria, pneumonia and diarrhoea Nutrition
- Neglected tropical diseases (NTDs)
Job Purpose
- The job holder will be responsible for ensuring that all Malaria Consortium activities in states where the Malaria Consortium operates to ensure it is implemented in a safe manner, following agreed SOPs and with daily decision making based on risk and security awareness.
Scope of Work:
- The Security Manager position will be in charge of managing the day to day security of all Malaria Consortium operations to ensure the achievement of project objectives.
- The position holder will analyse complex security issues and contexts, create and continually update a country security communication tree and location specific Safety and Security Plans and associated SOPs, give sound practical safety and security advice make decisions to support safe operations.
Key Working Relationships:
- The Security Manager will work closely with Malaria Consortium staff in states, the Country Office, peer NGO security focal points, security agencies within the International NGO sector at the State and LGA levels.
- He will also provide dotted line management to the Yobe Security Officer and oversee the operations of security guards in all Malaria Consortium offices in close collaboration with the focal persons of the security companies
DUTIES AND RESPONSIBILITIES :-
General security duties (covering all states where Malaria Consortium Operates) 35%:
- Work with the Global Fund Security Officer and state team leaders to draft, implement and continually update (at least every 6 months) the location specific Safety and Security Plans, with associated SOPs, using the standard template which includes communications and movement protocols, security communication tree, information flows, etc.
- Ensure that all staff in Malaria Consortium Nigeria receive a safety and security induction and have completed relevant internal and online security training courses.
- Create the country security communications tree and ensure that it remains updated at all times.
- Ensure that all states have a designated fire warden, and that fire equipment checks and fire drills are done at least every 6 months.
- Establish and maintain an active information network, which includes state security actors, peer NGO security focal points and relevant security alert sources to obtain daily reliable and credible and relevant safety information.
- Work with the Global Fund Security Officer and state team leaders to ensure that all state staff are trained on and are familiar with, and follow the programme Safety and Security Plan and associated SOPs
- Ensure that all international visitors receive security briefings on arrival in Nigeria
- Provide travel security clearance for in-country staff at the headquarters and assigned states
- Work with the Global Fund Security Officer and state team leaders to ensure that all state Safety and Security Focal Points are conducting Security Briefings for all new state staff and all visitors to the state (national and international)
- Work with the Global Fund Security Officer and state team leaders to embed all safety and security SOPs and develop the safety and security capacity of the State staff
- Work with operations staff to ensure that all Malaria Consortium vehicles, offices and rented vehicles have the right equipment and tools to support good safety and security, and that all such equipment is regularly checked and tested
- Conduct quarterly physical security assessments on states under his purview and carry out quality assurance on the security assessments conducted by the Global Fund security manager
- Conduct an awareness safety and security training/webinar to all staff via skype or zoom biannually to reinforce Malaria Consortium’s safety and security policy and also provide updates on current threat trends in states the organization is operational in
- Serves as security focal person with donors as necessary
Security duties related to the SMC Project (65%):
- During state visits, conduct fire safety checks in all SMC projects offices and make budgeted recommendations for improvements, with cost estimates.
- Coordinate security assessment in all the states implementing SMC at the planning state and ensure recommendations from the assessment feed into the micro plan and design of implementation strategies.
- Review security status of each state after each cycle, including level of compliance with security protocol in previous cycle and make recommendations accordingly, for the next cycle
- Input daily and weekly into all SMC project activity plans for the programme, LGA, Ward and community activities ensuring that all activities are planned based on the principle of ‘staff safety first’
- Along with the Senior Project Manager (SMC), Operations and Project staff, make daily decisions on project activities from a security perspective, restricting or delaying activities and/or movements where needed.
- Maintain a movement tracker for the movement of all state staff and temporary employees related to the SMC project, ensuring that it is updated daily and accurate at all times, and includes start and end locations, estimated start and end times, driver and passenger names and contact details, vehicle details.
- Ensure that for all SMC project staff movements there is an agreed mode of communication that is functional in the areas to be visited, with agreed check-ins for every trip
- Provide weekly security reports to the Senior SMC Project Manager, the Country Operations and SMC state team leaders, the Country Director and the Global Operations Manager, including with a risk map by LGA and LGAs with planned activities for the following week where the SMC project operates, highlighting relevant risks and mitigation plans

Qualifications and Experience
Essential:
- Extensive experience in security management of operations in a conflict situation, with extensive experience of security management in Nigeria
- Demonstrated courses in security management
- Has held a senior security manager role in an international NGO within the last years
- Significant experience in risk analysis and management
- Ability to demonstrate their links with relevant security networks in Nigeria
