Position Title: Senior Drug Revolving Fund (DRF) Manager.

INTRODUCTION:-
Senior Drug Revolving Fund (DRF) Manager job opportunity is available at Chemonics International for individuals who possess relevant qualifications.
Background
- The purpose of the USAID Global Health Supply Chain Program – Procurement and Supply Management single award IDIQ contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world. The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program. GHSC-PSM provides health commodity procurement services and systems strengthening technical assistance that address all elements of a comprehensive supply chain. All four task orders are implemented in Nigeria.
- In line with the national strategic supply chain systems strengthening plan’s drive for establishment of sustainable drug systems, GHSC-PSM is supporting 11 states plus the FCT to establish or strengthen state Drug Revolving Fund (DRF) Schemes.
- The Senior DRF Manager will coordinate across task orders, the implementation of Drug Revolving Fund Schemes in all supported states.
DUTIES AND RESPONSIBILITIES:-
- Coordinate the development DRF specific activities in GHSC-PSM workplans and budgets during the life of the project.
- Work closely with relevant task order team members to ensure DRF are addressed in cross-cutting systems strengthening activities.
- Support the Director RMNCH (reproductive maternal and child health) and Malaria Program Director to monitor and coordinate the activities of the DRF specific field staff, implementing partner (s) and consultants in the USAID targeted states.
- Routinely monitor and analyze performance of DRF focus activities and ensure provision of adequate support to each state including through the state DRF Implementation Committees at the state, local government, and facility levels.
- Collaborate with relevant PSM teams to engage public and private sector partners at national and state level to strengthen DRF supply chain systems.
- Build capacity of state DRF operators on strategic implementation of the DRF through the development of laws, policies, programmatic guidance, and capacity-building materials.
- Participate in DRF related Technical Working Groups at national level and in targeted states.
- Coordinate with the MIS (Management Information Systems) and M&E (Monitoring & Evaluation) teams to conduct routine DRF data analysis to understand trends, progress and challenges for improved decision making.

- Performs other duties as required.
DESIRED EXPERIENCE & QUALIFICATION:-
- University degree in pharmacy, public health, health economics or another relevant field.
- Advanced degree in public health, health systems strengthening, or health financing is an added advantage.
- Minimum of 7 years of public sector health financing and/or state-level implementation of drug revolving funds; experience in public health supply chain preferred.
- Previous professional experience with international donor programs required.
- In depth knowledge of the supply chain systems environment in Nigeria.
- Experience in liaising with multiple stakeholders including but not limited to USAID funded-projects, in-country Ministries of Health.
- Results-oriented professional capable of achieving targets and goals set in cooperation with the client, counterparts, and stakeholders.
- Demonstrated understanding of supply chain concepts preferred.
- Prior management and supervision experience preferred.
- Ability to contribute to capacity-building efforts and work with colleagues in diverse cultures.
- Ability to work independently and to manage various projects daily with minimal supervision.
- Ability to work effectively and harmoniously with other project staff, other donors, consultants, the Ministry of Health, international organizations, and other stakeholders as relevant.
- Computer literacy with demonstrated use of word processing, database and presentation software (Word, Excel, Power Point).
- Excellent organizational and time management skills and strong attention to detail.
- Excellent writing and communications skills in English required. Ability to effectively communicate in Hausa is an added advantage.
